Notice of Public Hearing and Comment Period Jefferson County CDBG Program 2023 Draft Consolidated Annual Performance and Evaluation Report (CAPER)Jefferson County, Missouri, along with the participating municipal communities, participates and receives funding through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) Programs. These federal formula grant programs primarily benefit low and moderate-income persons residing in Jefferson County, Missouri. HUD regulations require Jefferson County to develop and maintain a Consolidated Plan and its processes for housing and non-housing community development needs. The public is invited to review and comment on the Draft Jefferson County Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2023 prior to being submitted to HUD. This document provides information on how funding received under the federal program, Community Development Block Grant (CDBG and CDBG-CV) was spent in Jefferson County and assesses the County's performance and accomplishments in meeting its goals and objectives as stated in both its 2021-2025 Consolidated Plan and its 2023 Action Plan. Jefferson County, through its contracted administrator, will hold a public hearing on Monday, March 11, 2024, at the office of the Economic Development Corporation of Jefferson County, 5217 Highway B, Hillsboro, MO 63050 at 4:00 p.m. to solicit comments from the public on the 2023 Draft CAPER as required by HUD. Jefferson County, through its contracted administrator, will also hold a fifteen-day (15) public comment period on its Draft 2023 CAPER as required by HUD. The public comment period will run from Tuesday, March 12, 2024, until Tuesday, March 26, 2024. Copies of the 2023 Draft CAPER will be provided for public viewing and comment during normal business hours of each the following facilities, The Office of the Jefferson County Executive (729 Maple Street, Hillsboro, MO), The Economic Development Corp. (5217 Highway B, Hillsboro, MO), City Halls of all participating municipalities (Arnold, Pevely, Herculaneum, Festus, Crystal City, De Soto, Hillsboro, Kimmswick, Byrnes Mill, Scottsdale, Cedar Hill Lakes, Olympian Village and Lake Tekakwitha), Jefferson County Library Branches (Arnold, Northwest and Windsor), and public libraries in De Soto, Crystal City and Festus.
