VILLAGE OF RIVERVIEW PROPOSITION 1 Simple Majority Required Missouri Statutes classify municipalities based on population and limit the form of government options for each classification. RSMo Section 72.040(2) authorizes villages to become a city of the fourth class by majority of votes by voters therein.
