COMBINED NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND INTENT TO REQUEST RELEASE OF FUNDS St. Charles Urban County, MO, posted on August 8, 2019 at 201 N. Second Street, St. Charles, MO, 63301. Posted in St. Charles City Hall and the County Administration Office, 200 N. Second and posted on the City Website at www.stcharlescitymo.gov. On or after August 30, 2019 the St. Charles County will submit a request to the US Department of Housing and Urban Development (HUD) for the release of 2019 Community Development Block Grant, (CDBG) funds under Title 1 of the Housing and Community Development Act of 1974 (42 USC 5301 et. seq.), to undertake the following project(s) for the total 2019 Grant Allocation of $1,074,952. Project Title: Home Improvement Programs: $544,466.40 Purpose: Provide Loans or Grants to income qualified homeowners for minor-major repairs to their homes. Location: The CDBG participating jurisdictions includes Unincorporated County, St. Peters, St. Charles City, Lake St. Louis, Wentzville, St. Paul, New Melle, Cottleville, Weldon Spring. Project Title: Rental Rehab: $40,000 Exempt activities: Code Enforcement, Social Services, Administration and Rehab Admin. $490,485.60 The activities proposed above are categorically excluded subject to 58.5 under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements that activities comprise a project for which a Finding of No Significant Impact on the environment was posted August 8, 2019. An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at St. Charles City Hall, Department of Community Development, 200 N. Second Street, Room 303, St. Charles MO 63301, and is where the record is available for review and may be examined or copied weekdays 9: 00A.M to 5:00P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Department of Community Development, 200 N. Second Street, Room 303, St. Charles MO 63301 Attn: Anita Telkamp, (636) 949-3224, Anita.Telkamp@stcharlescitymo.gov. All comments received by August 30, 2019 will be considered by St. Charles County prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS St. Charles County certifies to the US. Department of Housing and Urban Development (HUD) that County Executive Steve Ehlmann in his capacity as the Certifying Official for the Community Development Block Grant Urban County consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the St. Charles County to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the St. Charles County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of St. Charles County (b) St. Charles County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at 1222 Spruce Street Room 3.207, St. Louis MO 63103. Potential objectors should contact HUD to verify the actual last day of the objection period.
