CITY OF ST. CHARLES NOTICE OF PUBLIC HEARINGNotice is hereby given that the City of St. Charles, Missouri will conduct a public hearing before the Planning and Zoning Commission on Monday, April 29, 2024, at 6:00 p.m. and before the City Council on Tuesday, May 21, 2024, at 7:00 p.m. on the fourth floor of City Hall, 200 North Second Street in the City of St. Charles, Missouri for the purpose of giving interested parties and citizens an opportunity to be heard on the following matters: 1. Case No. Z-2024-07. (Porterhouse Development, LLC) An application to establish zoning upon annexation for an overall 6.5-acres tract (more or less) from St. Charles County R1E Single-Family Residential District to City of St. Charles C-2 General Business District. The property is generally located on the north side of Mulberry Lane and entirely between Hemsath Road and Arena Parkway. The subject property will be located in Ward 4 upon annexation. This item was tabled at the March 25, 2024 Planning and Zoning Commission meeting. 2. Case No. Z-2024-08. (Porterhouse Development, LLC) An application to rezone an overall 14-acre tract of land (more or less) from C-2 General Business District and PD-C Planned Development - Commercial to PD-MU Planned Development - Mixed Use Development. The property is generally located north and south of Arena Parkway, east of the intersection with Hwy 364 (Page Ave.) and north of Mulberry Lane. The subject property will be located in Ward 4 upon annexation. This item was tabled at the March 25, 2024 Planning and Zoning Commission meeting. 3. Case No. Z-2024-10. (SA Recycling, LLC) An application to rezone an overall 3.8-acre tract of land known as 232 Junior Drive, from I-1 Light Industrial District to I-2 Heavy Industrial District, specifically for the purpose of permitting a proposed expansion of existing non-conforming use (Materials Recovery Facility) within the existing I-1 Light Industrial District. The subject property is located in Ward 1. 4. Case No. CU-2024-04. (SA Recycling, LLC) An application for a Conditional Use Permit per §400.250(C)(17) for a Materials Recovery Facility within the proposed I-2 Heavy Industrial District, located at 232 Junior Drive. The subject property is located in Ward 1. 5. Case No. Z-2024-09. (Thomas R. Thoele) An application to rezone upon annexation of an overall 2.6-acre tract of land (more or less) of land from St. Charles County C2 General Business District to City of St. Charles C-2 General Business District. The properties are known as 3527, 3534, 3539 and 3543 N Highway 94, located on the west side of N Highway 94, approximately 440 feet south of Highway B. The subject properties will be located in Ward 1 upon annexation. 6. Case No. CU-2024-03. (Millstone Weber LLC) An application for a Conditional Use Permit per 400.320(c)(1)(a) for the storage of oils and hydraulic fluids within the I-2/WHP Heavy Industrial District and within the Wellhead Protection District located at 60 MB Corporate Ct. The subject property is approximately 3.43 acres of land and is located in Ward 8. 7. Case No. Z-2024-11. (Kayla & Michael Wiener) An application to rezone upon annexation of a 1.24-acre (more or less) tract of land from St. Charles County R1E Single-Family Residential District to City of St. Charles R-1E Single-Family Residential District. The property is known as Part of Lot 32 of An Addition to Kunze Subdivision, approximately 260 feet northeast of Hemsath Road and off a private drive approximately 130 feet south of Kunze Drive. The subject property will be located in Ward 4 upon annexation. 8. Case No. TA-2024-01. (City of St. Charles) An application to amend Chapter 400 Zoning Code of the Code of Ordinances specifically Section 400.970 Membership -- Appointment -- Compensation -- Terms -- Vacancies -- Removal -- Rules -- Meetings -- Officers -- Minutes and Records to amend the membership of the Planning and Zoning Commission for the City of St. Charles. 9. Case No. TA-2024-02. (City of St. Charles) An application to amend Chapter 400 Zoning Code of the Code of Ordinances specifically Sections 400.570 Lighting and Section 400.965 Architectural And Design Standards to update residential lighting standards within the City of St. Charles. The applications, maps and plans for the above items, as received from the applicants, are available by the office of the Department of Community Development, 200 North Second Street, St. Charles, Missouri during regular business hours of 8:00 a.m. to 5:00 p.m. Monday through Friday.
