NOTICE OF PUBLIC HEARING CREATION OF KANSAS CITY, MISSOURI PORT IMPROVEMENT DISTRICT NO. 11Pursuant to Section 68.215 of the Revised Statutes of Missouri, notice is hereby given that on Thursday, April 18, 2024, at 11:00 a.m. Central, the Port Authority of Kansas City, Missouri ("Port KC") shall hold a public hearing ("Public Hearing") for the purposes of presenting information concerning the creation of Port Improvement District No. 11 in Kansas City, Jackson County, Missouri ("District No. 11"), pursuant to the Port Improvement District Act, Sections 68.200 to 68.260 of the Revised Statutes of Missouri, as amended ("Act"). The Public Hearing will be held virtually via Zoom and the public may join by phone or computer utilizing the following links:https://us02web.zoom.us/j/88556787622?pwd=SHFUWGNkZ3kzdnBYWTdnM0tnZFJkdz09Meeting ID: 885 5678 7622 Passcode: 709925 Dial-In: (312) 626-6799 The boundaries of the proposed District No. 11 are generally located at 4600 Starlight Rd, Kansas City, MO 64132 in Kansas City, Missouri, which is legally described as a tract of land in the Southwest Quarter of Section 2, Township 48 North, Range 33 West, in Kansas City, Jackson County, Missouri, all lying within "Swope Park" and surveyed on March 20th, 2024, by Steve Timberlake, MO PLS 2451, being more particularly described as follows: Commencing at the Southwest corner of the Southwest Quarter of said Section 2; Thence North 02° 21' 02" East, along the West Line of said Southwest Quarter a distance of 1385.66 feet; thence North 87°38'58" West, a distance of 731.51 feet to a "Cut Cross" + located on an existing Curb Inlet, thence; South 36°45'35" East, a distance of 114.33 feet to the Point of Beginning of the herein described tract of land; thence North 52°33'39" East, a distance of 278.78 feet; thence North 63°49'07" East, a distance of 211.94 feet; thence North 75°58'13" East, a distance of 106.04 feet; thence along a curve to the right, having a radius of 407.82 feet, a central angle of 44°14'51" and an arc length of 314.95 feet; thence leaving said curve, on a non-radial line, South 23°17'47" East, a distance of 330.90 feet; thence South 15°16'17" East, a distance of 137.56 feet; thence South 00°48'44" West, a distance of 79.28 feet; thence South 04°41'41" West, a distance of 119.69 feet; thence South 12°28'37" West, a distance of 58.15 feet; thence South 85°57'31" West, a distance of 88.49 feet; thence South 72°25'15" West, a distance of 161.65 feet; thence South 02°38'41" W, a distance of 148.01 feet; thence North 88°00'14" West, a distance of 263.30 feet; thence on a curve to the right having a radius of 238.88 feet, a central angle of 37°45'02" and an arc length of 157.39 feet to a point of Compound Curvature; thence continuing along a curve to the right having a radius of 469.44 feet, a central angle of 13°34'57" and an arc length of 111.28 feet; thence North 36°40'16" West, and being tangent to the last described curve, a distance of 68.93 feet; thence North 08°05'55" West, a distance of 252.18 feet; thence North 36°45'35" West, a distance of, 253.67 feet to the Point of Beginning, and containing 658,930.588 square feet or 15.126 Acres. A map illustrating the boundaries of the proposed District No. 11 is included in this Notice. The purpose of creating District No. 11 is to establish a 1% sales and use tax to fund or reimburse the qualified project costs (as defined in the Act) which include, but are not limited to, the payment or reimbursement of costs and expenses incurred as a result of the installation, maintenance, construction, reconstruction, repair, replacement, improvement, and operation of all or any portion of existing or future improvements located within the proposed District No. 11 (collectively, the "Project"). The estimated cost of the Project is $58.6M and may be financed, in whole or in part, with the 1% sales and use tax for the proposed District No. 11. The Port KC Board of Commissioners has drafted a petition for the establishment of the proposed District No. 11. A copy of the petition is available for review at the Port KC Office during regular business hours, Monday through Thursday, 9:00 a.m. to 5:00 p.m. Central, excepting locally recognized holidays. All interested persons shall be given an opportunity to be heard at the Public Hearing.
