CITY OF ST. CHARLES NOTICE OF PUBLIC HEARINGNotice is hereby given that the City of St. Charles, Missouri will conduct a public hearing before the Planning and Zoning Commission on Monday, March 25, 2024, at 6:00 p.m. and before the City Council on Tuesday, April 16, 2024, at 7:00 p.m. on the fourth floor of City Hall, 200 North Second Street in the City of St. Charles, Missouri for the purpose of giving interested parties and citizens an opportunity to be heard on the following matters: 1. Case No. CU-2023-69. (O'Reilly Automotive Stores, Inc.) An application for a Conditional Use Permit per §400.320(C)(1)(a) for an automotive parts retail store use with the production, use, handling or storage of any hazardous substance or liquid petroleum product within the Wellhead Protection District. This property is zoned C-3/WHP Highway Business District within the Wellhead Protection District and located at Lot 5 of the Elm Point Commons #1 Subdivision, on the south side of Elm Point Industrial Drive and approximately 500 feet west of Harmsted Court. This lot is 1.18 acres and is located in Ward 7. 2. Case No. CU-2024-02. (Kimley-Horn - Maggie Noschang) An application for a Conditional Use Permit per §400.230(C)(1)(a) for in-vehicle sales and service, specifically to add a second drive-thru lane associated with a permitted restaurant use within the C-3 Highway Business District, located at 2750 Muegge Road. The subject property is located in Ward 6. 3. Case No. Z-2024-07. (Porterhouse Development, LLC) An application to establish zoning upon annexation for an overall 6.5-acres tract (more or less) from St. Charles County R1E Single-Family Residential District to City of St. Charles C-2 General Business District. The property is generally located on the north side of Mulberry Lane and entirely between Hemsath Road and Arena Parkway. The subject property will be located in Ward 4 upon annexation. 4. Case No. Z-2024-08. (Porterhouse Development, LLC) An application to rezone an overall 14-acre tract of land (more or less) from C-2 General Business District and PD-C Planned Development - Commercial to PD-MU Planned Development - Mixed Use Development. The property is generally located north and south of Arena Parkway, east of the intersection with Hwy 364 (Page Ave.) and north of Mulberry Lane. The subject property will be located in Ward 4 upon annexation. 5. Case No. PDA-2024-01. (NT Home Builders, LLC) An application for an amendment to the New Town at St. Charles Regulating Plan. Specifically the amendment includes two updates; (1) updating the land use regulating "S.R.O" (Single Room Occupancy) to "Short Term Rentals" as well as including a new definition in the New Town Regulating Plan, and (2) to adopt new language concerning the organic farm and its use within the New Town Regulating Plan. The proposed amendment affects the entire New Town Development which consists of approximately 620 acres and is generally located on the east side of New Town Boulevard approximately 4,000 feet south of Highway B. The property is zoned PD-MU Planned Development - Mixed Use District (Ward 8). 6. Case No. Z-2024-06. (Knight Property Group) An application to rezone an approximately 6,210 square foot tract of land known as 423 Jackson Street from O-I/ FSC/HD Office Institution District, specifically T-4 NMX (Neighborhood Mixed Use) within the Fifth Street Corridor / Hospital District Overlay to CRD-2/ FSC/HD Central Residential District, specifically T4-NMX (Neighborhood Mixed Use) within the Fifth Street Corridor / Hospital District Overlay. The property is located in Ward 2. 7. Case No. Z-2024-05. (Patrick Kelly) An application to rezone upon annexation of a 0.5-acre tract of land from St. Charles County R1E Single-Family Residential District to City of St. Charles R-1E Single-Family Residential District. The property is known as Riverview Hills #1 lot 1, located on the east side of Rio Vista Dr., approximately 137 feet west of S River Road. The subject property will be located in Ward 3 upon annexation. The applications, maps and plans for the above items, as received from the applicants, are available by the office of the Department of Community Development, 200 North Second Street, St. Charles, Missouri during regular business hours of 8:00 a.m. to 5:00 p.m. Monday through Friday.
