NOTICE OF PUBLIC HEARING
UPDATE TO CAPITAL
(FY2020 - FY2024)
A public hearing will be held by the City Council of the City of Creve Coeur at 7:00 p.m. on Monday, April 8, 2019, at the Creve Coeur Government Center, which is located at 300 North New Ballas Road, Creve Coeur, Missouri. The public hearing will provide a forum at which citizens shall be heard regarding the proposed updates to the City's five-year Capital Improvement Program.
According to the City's Charter, such a public hearing is a necessary step in the process of reviewing and approving the proposed capital improvement program.
The proposed capital improvement program involves five of the City's fiscal years, from FY2020 (i.e. July 1, 2019, through June 30, 2020) through FY2024 (i.e. July 1, 2023, through June 30, 2024).
The goals of the capital improvement program include planning for efficient and effective additions to, improvements for, and replacement of the City's properties and infrastructure. These goals manifest themselves as projects involving government facilities, parks and recreational facilities, stormwater, streets and sidewalks, capital equipment, and administration. Such projects must cost more than $20,000 and must have a lifespan of five or more years to qualify as a capital improvement.
The proposed capital improvement program is based upon several factors, including public safety, the condition of the existing facility, operating efficiency, citizen demand, potential for economic growth, protection and conservation of municipal facilities and the environment, beautification, coordination with other projects and agencies, and the availability of outside funding assistance.
