INVITATION TO BID
Sealed bids for Sylvan Manor Subdivision Sidewalk Construction Phase 2, Bid No. 2019-005, will be received by the City of Maryland Heights, 11911 Dorsett Road, Maryland Heights, MO 63043, until Wednesday, February 27, 2019, 10:00 AM CST at which time the bids will be publicly opened and read aloud. All bids must be submitted electronically via Bid Express at bidexpress.com. All documents necessary to submit a bid will be available on the bidexpress.com website beginning on Wednesday, February 13, 2019. No paper bids will be accepted.
Plans, specifications, and bid packages will be available beginning Wednesday, February 13, 2019, from Drexel Technologies, 60 Progress Parkway, Maryland Heights, Missouri 63043, 314-872-0900. Questions should be directed to Cliff Baber, Director of Public Works at (314) 738-2251.
The scope of work includes furnishing all materials, equipment, tools and labor and executing all work necessary for constructing sidewalks with Sylvan Manor Subdivision (Saturn Drive and Wildwood Drive). In addition, American's with Disabilities Act (ADA) complaint curb ramps will be constructed at the street intersections as shown on the contract plans. This work includes but is not limited to grading, curb ramps, sidewalks, driveways and paved approaches, fencing/railing, drainage structures, sodding, and adjusting existing features. The proposed sidewalks will be constructed within the city's right-of-way.
A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance with the Instructions to Bidders. For any contract greater than $5,000, the successful bidder shall comply with RSMo §285.530, as amended and by sworn affidavit affirming that it does not knowingly employ any person who is an unauthorized alien and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation must be from the federal work authorization program provider. A letter from contractors reciting compliance is not sufficient.
The City of Maryland Heights reserves the right to accept or reject any bid and to waive any irregularities in the best interest of the City. A Bid may not be modified, withdrawn or cancelled by the bidder within sixty (60) days following the time and date designated for the receipt of bids, and each bidder so agrees in submitting his bid.
The successful bidder shall comply with the requirements of RSMo § 292.675. The requirements include on-site employees to complete the ten (10) hour Occupational Safety and Health Administration (OSHA) Construction Safety Program, which includes a course in construction safety and health approved by OSHA or a similar program approved by the Department of Labor and Industrial Relations.
The City of Maryland Heights will award the project to the lowest, responsive, responsible bidder. The City of Maryland Heights hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, business owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.
